He holds a Ph.D. from Gujarat University, focused on Ministry of Education e-content initiatives, and has contributed extensively to flagship programs such as NAAC, NIRF, ARIIA, SWAYAM, SWAYAM PRABHA, e-PG Pathshala, UGC MOOCs, Shodhganga, IRINS, VIDWAN, and Study in India. He possesses strong expertise in Academic Audits and NAAC compliance and advisory, and has led the design, governance, and policy development of university research journals, including peer-review, ISSN, DOI, and indexing frameworks. Currently serving at Gujarat University and GUSEC, Dr. Patel leads digital education systems, academic rankings, accreditation processes, IT governance, and startup incubation, while having designed and implemented 20+ higher-education quality frameworks and policies aligned with UGC, NEP-2020, and global best practices.
